AREA OF EXPERTISE

MISSION
IEEE-France is looking for a young research project candidate in oceanography as part of a European-funded project, ObsSea4Clim (https://obssea4clim.eu). The aim ofthis project isto provide an improved framework for national contributions to European ocean observations of Essential Ocean Variables/Essential Climate Variables (EOV/ECVs). The project will be based on regional and global climate assessments, projections and  indicators that can be used for sustainable development.
The successful candidate will play a role in the project application of the Rolling Review of Requirements1 (RRR) and lead in facilitating the development of best practices and standards for interoperable in-situ and satellite observing. In the centre of the ObsSea4Clim science strategy is data and product interoperability, where quality standards or best practices are part of the foundation for the EOV/ECV framework implementation to further develop the complementarity of multiplatform in-situ, modelling and satellite data and derived EOV/ECVs.
 

MAIN ACTIVITIES
EOV/ECV descriptions in GOOS and GCOS include both the variable descriptions and the methods used to observe the variable and manage the relevant data. These methods should address both the values and uncertainties from observations and data management as well as promoting interoperability at national, regional and global scales, furthering trust among end users of ocean information. The incumbent will contribute to identification and evolution of standards and best practices within the ObsSea4Clim project for six ocean climate application areas (sea ice, ocean currents and mass transport, ocean stratification, sea level, ocean warming and marine heat waves, and ocean mesoscale dynamics) to facilitate the use of international quality and accessibility best practices for existing and proposed EOV/ECVs. The activities include, for example, a process maturity model/metric to assess the readiness for operational or larger scale implementation of best practices, improvements to facilitate the discovery and access of best practices through the Ocean Best Practices System, and evolution of a network that will be designed to enable the access to methods (best practices and standards) from major methodological repositories. This effort will also include examination of the quality indicators for in situ observational data for estimating EOV/ECVs fitness for purpose.

EXPECTED COMPETENCES
Degree: Master's degree or equivalent in oceanography, meteorology, climatology or related physical sciences. A PhD would be an advantage.
Professional experience: Experience in the use of, or in the planning, management and coordination of ocean observation activities, preferably at international level, would be an asset. Understanding of data flows and methods of observation is desired.

EXPERTISE
Understanding of ocean observing systems and climate-related communities. Proven ability to write documents and reports. Good analytical, communication and interpersonal skills. Sound judgment, initiative and creativity. Good knowledge of English (oral and written) is desirable.

TECHNICAL SKILLS
Under the supervision of the Scientific Manager of this component of the project, the incumbent will perform the 
following tasks:
a) Engage in the RRR process within the ObsSea4Clim project including identifying the practices needed to support the requirements coming from the RRR.
b) Working with the ObsSea4Clim application areas, facilitate the evolution and maturity of international best practices for existing and proposed EOV/ECVs 
c) Coordinate the design of a Federated network to enable the single point access for discovery and access to methods (best practices and standards) of major methods repositories;
d) Support the evolution of the Ocean Best Practices System (www.oceanbestpractices.org) to better incorporate the ObsSea4Clim requirements and outcomes. This includes a process to determine the degree of uptake of best practices and standards.
e) Lead in the preparation of meetings, workshops and the drafting of supporting documents and reports of meetings and workshops;
f) Play an active role in facilitating the integration of ObsSea4Clim project work above into GOOS EOVs and work streams.

ORGANIZATIONAL SKILLS
Ability to plan, organize and manage work with minimum supervision. Ability to work in a multicultural and multi-disciplinary environment and to foster diversity and team spirit.

EMPLOYMENT
- Form of employment: 2-year fixed-term IEEE Service Agreement contract.
- Scope:
• Remuneration is dependent on experience and will be in the range of 2400 to 2800 €/month flat.
• This remuneration will be paid through an IEEE Service Agreement.
• The incumbent will have to cover their health and social insurance requirements.
